I decided to stiffen the whole trunk with 1X1/8" aluminum angle bolted through the plywood strip. You can see the edge of the 3M 5200 used to bed the aluminum. I then put new 3/8" closed cell weather strip on top of the aluminum. I wasn't sure whether this arrangement would be too thick to allow the cap to go back on and use the same rivet holes but there was no problem.
